For the first time in history the Parliament of the Czech Republic as a whole expressed its position on a situation in Tibet by adopting a resolution on Tibet. The resolution was adopted by 79 out of 103 present members of the parliament.
The Resolution was proposed as follows.
With regard to the 2007 Annual Report of the EU on Human Rights, the Resolution of the European Parliament of 13th December 2007 and the Resolution of the European Parliament of 15th February 2007, and also the Resolution of the Senate of the Czech Republic of 20th March 2008 and Statement of the Government of the Czech Republic of 17th March in reaction to events of recent days during which violence occurred in the Tibetan autonomous region, the House of Representatives of the Czech Republic issues the below statement:
The House of Representatives perceives human rights as an indivisible and universal value to which all the people in the world have a right to ask that it be respected.
The House of Representatives appeals to both Chinese representatives and protesters to restrain from violence.
The House of Representatives feels it important for the global community to have access to information on the current situation in Tibet and therefore requests the Government of the People's Republic of China allow access to world media representatives into the region.
The House of Representatives considers it appropriate that UN and Red Cross representatives be sent into the region in order to clarify the events of recent days.
The House of Representatives urges a political solution for the rights of Tibetan people that reflects the interests and wishes of the Tibetan people in addition to their cultural and religious identity.
The House of Representatives supports an effective continuation of the dialog between His Holiness Dalai Lama and representatives of the People's Republic of China. A solution for the situation in Tibet should be the outcome of such a dialogue.
Considering the tragic experience of the political process in Czechoslovakia after the rehabilitation of Czechoslovakian political prisoners in the 1990s, the House of Representatives asserts that all citizens charged for promoting their political opinion or religious belief, and therefore acting in accordance with their vested rights, be relased.
The House of Representatives calls on all its representatives to actively stand up in the defense of human rights for the citizens of China and the Tibetan Autonomous Region during international negotiations.
The House of Representatives is convinced that this statement is in accordance with Olympic Ideals and the Olympic Charter.

Prohlášení Poslanecké sněmovny k situaci v Tibetu
- s ohledem na výroční zprávu EU o lidských právech za rok 2007, usnesení Evropského parlamentu ze dne 13. prosince 2007 a usnesení Evropského parlamentu ze dne 15. února 2007,
- v návaznosti na rezoluci Senátu Parlamentu České republiky ze dne 20. března 1998,
- v návaznosti na usnesení Vlády České republiky ze dne 17. března 2008,
- v reakci na události posledních dnů, během nichž došlo k násilí v Tibetské autonomní oblasti,
vydává Poslanecká sněmovna toto prohlášení:
Poslanecká sněmovna vnímá lidská práva jako nedělitelnou a univerzální hodnotu, na jejíž dodržování mají nárok lidé všude na světě.
Poslanecká sněmovna vyzývá jak čínské orgány, tak demonstrující, aby se zdrželi jakéhokoliv násilí.
Poslanecká sněmovna pokládá za důležité, aby světová veřejnost měla možnost získat informace o aktuálním dění v Tibetu, a proto žádá vládu ČLR, aby umožnila přístup zástupcům světových sdělovacích prostředků do oblasti.
Poslanecká sněmovna pokládá za vhodné, aby do oblasti byli vysláni zástupci OSN a Červeného kříže, za účelem objasnění událostí posledních dnů.
Poslanecká sněmovna vyzývá k takovému politickému řešení práv tibetského lidu, které by reflektovalo zájmy a přání Tibeťanů a jejich kulturní a náboženskou svébytnost.
Poslanecká sněmovna podporuje účinné pokračování dialogu mezi Jeho Svatostí dalajlámou a představiteli Čínské lidové republiky. Řešení situace v Tibetu by mělo vycházet ze závěrů tohoto dialogu.
Poslanecká sněmovna – vzhledem k tragickým zkušenostem s politickými procesy v Československu a po rehabilitaci československých politických vězňů v 90. letech minulého století – trvá na propuštění a rehabilitaci všech občanů, kteří byli potrestáni za prosazování svých politických názorů nebo náboženského vyznání a za uskutečňování svých nezadatelných práv.
Poslanecká sněmovna vyzývá všechny své představitele, aby při mezinárodních jednáních aktivně vystupovali na obranu lidských práv obyvatel Číny a Tibetské autonomní oblasti.
Poslanecká sněmovna je přesvědčena, že toto prohlášení souzní s olympijskými ideály a Olympijskou chartou.
